Should we call this a gas cylinder or not (Opinion)

I need your opinion concerning the picture of this Gas Cylinder.
I was at my brother's shop this morning filling gas for customers when I saw a girl with this funny cylinder that got everyone's attention. peoples need to come from another shop just to check the image of the gas cylinder.
Some said it is an act of poverty while another person said it's a way of reducing one's money, I had to snap it in other to hear people's opinion on such pictures.
This is a blue dark cylinder but it was painted with cement in other to make it decent. meanwhile, the repainting of the gas cylinder is #1000 which they can't afford to pay.


What are your thoughts on this?
is it poverty or not?
