The issues of "Open Grazing" has raised a lot of arguments between different regions in Nigeria. The Southern Governors forum are against open grazing because of the conflicts between farmers and herdsmen within the country.

However, some Northern groups (Including Miyetti Allah) and leaders have refused to accept this decision taken by Southern governors concerning the Anti-Open Grazing law. These Northern groups claimed that the Anti-Open Grazing law will make the rearing of cattles to be expensive.

A lot of states (Lagos, Enugu, Akwa-Ibom, Ondo, Delta and other states) in the Southern region have signed this new Anti-Open Grazing law and they have started to implement the law by using different security groups.
Recently, the Federal Government supported the decision taken by herdsmen to sue southern governors over the anti-open grazing bill which they recently signed into law.

Dr Umar Gwandu (The Special Assistant on Media to the Attorney-General of the Federation and Minister of Justice) disclosed this information in an interview with "The PUNCH".

Nevertheless, I believe that the federal government led by President Buhari may be right to support herdsmen over their plans to challenge the decision of some governors on Anti-Open Grazing law. This is because every citizen in Nigeria that is not satisfied or convinced about a law has the right to challenge the law in a court.
The federal government cannot stop an individual or group from going to court over a decision or law they don't like until the court gives a final judgment over the case. So, herdsmen in Nigeria has the right to sue some governors over the Anti-Open Grazing law.
Also, I believe that the federal government led by President Buhari should hold a meeting with Southern Governors and herdsmen. This will help them to make a law that will favour the herdsmen and state governments.
