The Buhari-led administration has insisted that repentant Boko Haram insurgents would be integrated back into the society.
He claimed he was misinterpreted in reports claiming that “the Federal Government's decision not to prosecute repentant insurgents was in line with global best practice.”
According to the minister, repentant insurgents can be prosecuted by the Federal Government.
However, Lai Mohammed insisted that it was against world best practice to shoot repentant insurgents without profiling or prosecution.
“I spoke to the military authorities personally before leaving Nigeria, and they told me they were doing what world practice dictates about soldiers surrendering and that they should be treated as prisoners of war,” he said.
“You can't just shoot them, because there are international conventions that also grant rights to prisoners of war.
“What the military does is that, when they surrender, profile them to make sure they are real and reintegrate them into society.”
He said President Buhari's government and military should be commended for the large number of insurgents that surrendered.
