The Chairman of INEC, Prof Mahmood Yakubu has assured Nigerians that the Bimodal Voter Accreditation System (BVAS) will be used effectively in the upcoming Governorship election.
He made it clear that Nigerians will not experience again, the loopholes demonstrated by the INEC officials in the Presidential election.
