The governor of Akwa Ibom State, His Excellency, Mr Gabriel Udom Emmanuel, has finally signed Anti-Open Grazing Bill into law. Governor Emmanuel performed the executive duty in his office on Wednesday, 15th September, 2021, in the presence of the speaker of the State's House of Assembly, Right Honourable Aniekan Bassey.
While giving his assent on the bill, governor Emmanuel made some thoughtful remarks to show the necessity of the bill as it will enable a peaceful coexistence between farmers and livestock herders in the communities.
Mr Emmanuel decried the plights of farmers whose crops have been repeatedly destroyed by livestock in the local farms after many months of toils and suffering.
He stressed that after the passing of the law, the state government will ensure that any defaulters would be made to face the law.
"Today, I signed into Law a Bill that Prohibits Open Rearing and Grazing of Livestock and provide for the establishment of Ranches in Akwa Ibom State."
"It is very painful for a farmer to to wake and discover that his crops of many months of sweats and toil have been destroyed."
"Just as people rear animals to make profits, the farmers also aim for profit. As such, no one should destroy the source of another person's survival."
"Anyone whose livestock strays into another person's farm or property, no matter how highly placed, would be made to face the full weight of this law."
The bill which is entitled; “A Bill for a law to prohibit open rearing and grazing of livestock and provide for the establishment of ranches and Livestock administration, regulation and control, and for other matters connected therewith", passed through its third reading in the state's house of Assembly on Tuesday this week.
Governor Emmanuel is one of the southern governors who have so far signed the anti-open grazing bill into law.
