The agency was established in 2003 by President Olusegun Obasanjo( ex-President of Nigeria) partially in response to pressure from the Financial Action Task Force(FATF) on Money Laundering, which named Nigeria as one of 20 countries non-cooperative in the international community's efforts to fight money laundering. The agency investigates financial crimes such as advance fee fraud (419 fraud) and money laundering. The first EFCC chairman was Nuhu Ribadu 2003-2007 succeeded by Farida Waziri 2008-2011, Ibrahim Lamorde 2012-2104, Ibrahim Magu 2015-2020 and newly Mohammed umar 7th July 2020. The agency has its head office in Abuja.
The guardian.ng reports the reasons Mr Ibrahim magu was arrested on Monday 6th July 2020 by combined team of Department of state services(DSS) personnel and policemen at the Wuse II office of the EFCC to face a presidential panel investigating allegations of corruption against him. He was reportedly detained overnight at the force criminal investigation Department in Area 10 Abuja, on the orders of the committee which also questioned him in the morning a day before 6 July 2020.
The Detention of Mr Ibrahim Magu
It was disclosed by the Special Assistant Media and Publicity Relations to the Attorney General of the Federation and Ministry for Justice, Dr Umar Gwandu in a press statement on Friday 10th July 2020 in Abuja. The statement revealed that the former acting Chairman for EFCC, Ibrahim Magu was suspended by the president in order to allow for an unhindered probe by the presidential investigating panel which is headed by Rtd Justice Ayo Salami under the Tribunal of Inquiry Act and other Relevant Laws.
The allegations were made made by the Attorney General and Minister for Justice Abubakar Malami, who demanded for his removal as the acting chairman of the EFCC in a memo to President Muhammadu Buhari which were:
- The EFCC under Ibrahim Magu did nothing when the late chief of staff Abba kyari was accused of collecting huge bribes from MTN and engaging in many cases of fraud and contract scam.
- The EFCC has watched as the national social Investment Scheme Under the presidency failed to account for how over 500 billion budgetary releases were spent amid allegations that ghost beneficiaries were paid without accountability and transparency.
- The National Emergency Management Agency was embroiled in widespread corruption running into several billion. But the EFCC looked the other way. And Also, Tim frank, former Deputy National Publicity Secretary of the All Progressive Congress(APC), described Magu's indictment as a slap on the anti-graft campaign of the President Muhammadu Buhari administration.
And since then the Presidential panel was set up to investigate various cases of official misconduct and financial irregularities against Mr Ibrahim Magu. His lawyer had written to the Inspector General of police Mohammed Adamu on Friday 10th July 2020 asking for bail for him. But the IGP in a response released yesterday on 15th July 2020, said the panel investigating the suspended EFCC Chairman was the one holding him and not the police. However, Magu was released yesterday Wednesday evening 15th July 2020 in good health condition and it was not certain if his release has anything to do with his lawyer's letter.Nevertheless The Socio-economic Rights and Accountability Project (SERAP) urged the authorities to ensure Magu gets a fair treatment.
