According to this trending video, the federal government led by the (then) minister of interior, Abdulrahman Bello Dambazau, met with the Miyetti Allah Cattle Breeders Association of Nigeria (MACBAN) in Kebbi state offering them 100 billion naira over two years to stop the kidnapping happening in the country.
The video also revealed that the meeting lasted for over four hours as negotiations dragged on with the group asking the government for 160 billion naira.
According to the video, the (then) minister of interior said that the strategy was part of the steps needed to tackle insecurity in the country as prescribed by the Economic Community of West African States (ECOWAS).

The easiest way to know that the video is old is that it named Abdulrahman Bello Dambazau as the minister of interior. Abdulrahman was the minister of interior from 2015 to 2019, the minister of interior from 2019 to present is Rauf Aregbesola.
A twitter user with the name Emmanuel Echezona comfirmed this by saying the video was made 2 years ago and showed headline of an article where the presidency said they offered no money to Miyetti Allah.
