It is no longer news that kidnapping is on the rise in our country Nigeria, most especially in the north by organized criminal gang. After kidnapping their victims they will ask for ransom and in some cases kill the victim even when the ransom had been paid.
Most of this organized criminal gangs are using this method to make money, they collect hug amount of money from the victim's family or from the government. The government has tried so many ways in trying to bringing this issue to a stop but all to no avail. They put strict laws for kidnappers but it seems it has not fazed them, because the kidnapping actually increased.
The Italians had the same issues of kidnapping back in the 80's but their parliament came out with a brilliant idea to stop kidnapping for good and it worked wonders. This is actually what they did.
They made it a crime to pay a ransom to a kidnapper. That meant that it was no longer possible to get kidnap insurance as it was now illegal, and no law abiding person like an attorney could be involved as a go between because they would abetting a crime.
In no time at all, kidnappings for ransom came to a grinding halt.
