According to reports, "the Blues are willing to compete with Paris Saint-Germain, a French powerhouse, to recruit the Uruguayan." Vanguard reports.
"The London-based club would have their eyes on certain key areas in the team to add some fresh legs, even though the Blues are aiming to balance their books by lowering their first team roster following a substantial reinforcement in the last two transfer windows." According to the source.

According to Vanguard, "Ugarte is reportedly prepared to relocate to Parc des Princes on a five-year deal as the French powerhouses want to make significant changes to their transfer policy."
Vanguard further reported, "It would match their aim to acquire a young player with potential, but it seems like Chelsea has no intention of giving PSG a free shot at Ugarte."
