If there are no exits Barcelona will find it difficult to give away shirt numbers. Currently they only have two vacant numbers and three players (Coutinho, Mingueza and Collado) are without numbers. This strange overbooking could force the use of Messi's No. 10 Jersey though in principle both the club and the dressing room wanted Messi's No. 10 to be free this season.
Also players like Miralem Pjanić and Samuel Umtiti who are not in Barça's plans are still part of the squad and this has led to overbooking. La Liga regulations only allow numbers 1 - 25 for the first team, unlike other leagues and sports and numbers 1, 13 and 25 are reserved for goalkeepers and only if there are 23 outfield players and two keepers, one of these can be used. Right now only No. 10 and No. 25 are vacant and if Phillipe Coutinho and Mingueza play any part against Getafe wearing those numbers they won't be able to change it during the entire course of the season.
For them to use other numbers there has to be exits. But since there are possibly going to be no exits from Barcelona in this summer, then by default the No. 10 Jersey may fall to Phillipe Coutinho.

Currently, Phillipe Coutinho's No. 14 shirt is currently being used by Rey Manaj, and since he hasn't played any minute wearing it Coutinho can take back his former shirt. But there is a very big possibility that won't be the case, because there has to be a wearer of the No. 10 shirt this season and only Coutinho fits the profile of wearing the shirt as he precioislw wore it during his Liverpool days.
