The legislation makes it a crime for Fulani cattle breeders or anyone to practice open grazing in the affected states.
To prevent conflicts between farmers and herders in the Southern region, the governors of the 17 southern states agreed on May 11, 2021, to prohibit open grazing in the region. The governors' decision was revealed following a meeting in Asaba, the Delta state capital.

A suspected robber was apprehended by the Delta State Police Command with 340 rounds of AK-47 ammo disguised within a bag of cassava flakes known as garri.
